KeyWow's principal research discipline is Constitutional Decision Infrastructure — an emerging field focused on the scientific and computational foundations required for intelligent systems to make decisions that are legitimate, transparent and aligned with human intent.
As artificial intelligence evolves from prediction to autonomous action, the question is no longer what intelligent systems can do. It is what they are authorized to do, under which conditions, and with what degree of accountability.
Constitutional Decision Infrastructure is the discipline KeyWow is building to answer that question.
What the Field Has Not Answered.
Existing safety approaches operate after an action is generated. Guardrails, filters, and classifiers evaluate the output — not whether the system was ever entitled to act. Evaluating an output after the fact is not governance. It is review, and it is architecturally bypassable.
What no computer-implemented architecture provides is a formal, non-bypassable determination — made before execution — of whether an autonomous action has the right to execute at all. Not whether a system can act. Whether it may.
The substrate does not decide it. Admissibility and authority are properties of the decision process, not of the hardware that executes the computation. The determination holds whether the executing entity is a language model, a classical algorithm, a robotic system, an edge controller, or a quantum processing unit.
That is the question KeyWow formalizes, and the foundation of what we protect.
